FINANCEDividend policy is the decision regarding funds to be distributed or returned to the equity investors. This can be done with common stock dividends, preferred stock dividends, or stock repurchase by the business of its own stock. The aim of this decision is to retain the resources in the business that are required to run the business or make additional investments in the business, as long as the returns earned exceed the required return. In theory, management should return or distribute all resources that cannot be invested in the business at levels in excess of the required return. In practice, however, dividends are often maintained at or changed to certain levels in order to convey the proper signals to the investors and the financial markets. For example, dividends can be maintained at moderate levels to demonstrate stability, maintained at or reduced to low levels to demonstrate the growth opportunities for the business, or increased to higher levels to demonstrate the restoration of a strong financial (capital) structure (debt and equity capital) for the business.Capital is the total of financial resources invested in the business. In terms of the sources, there are two types of capital: interest-bearing debt funds, such as loans, bonds, short-term notes, and interest-bearing payables to trade suppliers; and equity, such as common and preferred stock and the earnings retained in the business that add to stockholders share of the entities. In terms of uses, there are also two types of capital: net working capital, such as operating cash, inventory, and receivables, less interest-free payables to trade suppliers; and fixed capital, such as property, plant, and equipment. Capital is managed to maximize wealth by maximizing the rates of return on investments of capital and thus maximizing the total net present value of the business. This can be done by minimizing the amount of capital used for given business investments with given business returns.
Where Creativity and Capital Meet Using Untapped Collateral and Nontraditional Payment Terms Three significant requirements are needed for a client to utilize monetization financing: 1) an assignment of/or an absolute and unconditional promise to pay from an investment-grade obligor or an acceptable substitute financial instrument backing the transaction, 2) a predictable cash flow, and 3) a date-certain payment. An investment-grade obligor for this program is typically rated by SP and Moodys with an acceptable rating. There are exceptions and substitutes, however, for these rating criteria. If a company is not rated, there are alternate procedures to qualify said obligor. An obligor is typically a customer or other third party who has contractually agreed to make payments to the client or guarantee payments for the client within a term of 1-30 years. In one sense, monetization financing can be viewed as a longer-term variation of factoring without the high cost and other major differences associated with factoring.

Between 1991 and 2001, both improved use of contraceptives and delay in initiation of sexual intercourse contributed to the decline in teenage pregnancy rates. (3) Although both household- and school-based surveillance systems document declines in sexual experience among youth in the United States, (4) use of contraceptives remains the critical factor mediating the risk of pregnancy among sexually active teenagers. (5) Contraceptive use among U.S. teenagers has changed substantially over the past 30 years. In the 1970s, the birth control pill was the most commonly used method among young women, followed by condoms and then withdrawal. (6) Condom use among adolescents increased dramatically in the 1980s, as use of birth control pills declined. (7) Increased reliance on the condom has resulted in an increased use of contraceptives at first intercourse. (8) Since 1988, condom use among U.S. teenagers has continued to increase, and long-acting hormonal methods have been introduced. (9) Prior analyses have found that condom use among high school students increased between 1991 and 2003 (10) (trends in the use of other contraceptive methods have not been reported recently for this group). Assessing the risk of pregnancy among a population of teenagers using many contraceptive methods is difficult, as the failure rates for specific methods vary widely. For example, the typical-use failure rate for injectables is three pregnancies per 100 woman-years of use, while for withdrawal the failure rate is 27 pregnancies per 100 womanyears of use. (11) To summarize the overall risk of pregnancy, in a previous study we created a pregnancy risk index based on the prevalence of use of specific methods (including use of no method) and the typical-use failure rate for each. (12) The current study uses this index to explore changes in pregnancy risk over time among sexually active high school students between 1991 and 2003, and to examine changes in pregnancy by grade in high school and race or ethnicity. Our study does not address changes in the proportion of high school students who are sexually experienced, as this has been described previously. (13)

Chelating therapies are not new, and acceptance varies from country to country. In my humble opinion, there are reasons for this discrepancy in acceptance: 1. If you speak Latin to the Chinese, expect miscommunication. 2. To receive medical acceptance, you must prove the therapys effectiveness.
The government is beginning a $30 million study to determine once and for all whether chelation therapy offers any benefit for sufferers of heart disease. Chelation therapy is the main treatment for lead poisoning. A manmade amino acid called EDTA is seeped into patients blood, through a vein, to sop up the toxic metal so it can be excreted in urine. Some doctors have argued for decades that chelation therapy also could clear blocked heart arteries, perhaps by sopping up inflammation-causing molecules or calcium in buildups that clog blood vessels. Federal regulators have cracked down on proponents for falsely promoting chelation as a proven heart remedy — several years ago the Federal Trade Commission forced a doctors group to quit such advertising — and warned that the therapy can cause kidney damage or other side effects, especially if not administered by a properly trained professional.

If they go the little gaap route, they will have to disclose extensive information in a note to the financial statements setting out why they did not comply with AC135, what they did and what the effect of not complying with the statement was.

The word partnership suggests equal participation, cooperation and commitment. But what happens when the balance of power between retailer and manufacturer shifts? Or when it is questionable whether the retailer will be able to pay for goods on time, inn full. or at all? Retailers said, by and large, their partnerships stand fast. Roses Stores appears to be benefitting from its various turnaround efforts, having reported a 13.7% gain in same store sales for the month of January. But during the beginning of last year, several apparel factoring companies were advising vendors to stop shipment to Roses. At he same time, Bob Carbonell, director of credit for Dun Bradsheets credit clearinghouse division, had found the situation unusual because Roses had a “relatively strong cash position,” and still had “time left to resecure lines of financing with banks.” Nonetheless, the concern rose to an unwarranted level with some sources saying they were “scared,” “troubled” and “reviewing credit” because they knew “a lot of other suppliers not planning to ship” more goods to Roses

I HAVE become very irritated this year. I saw the first commercial signs of Christmas around the Oct 10. Its reached fever pitch this week, and we havent even had Halloween.
“Decorating for Christmas can be a headache for many businesses,” says Jon Snavely, co-owner with his brother Chris of Snavelys Garden Corner, which employs 45 people during the peak season at stores in Hagerstown and Chambersburg. “First, they have to have an employee whos both interested and has the time to do it. Then theres the money to buy the ornaments.” This season, Snavelys Garden Corner, which has had a Christmas Shop for 25 years, began offering a holiday decorating service for businesses. “We decided not to do residential decorating now because of the issues of personal taste, but rather to get our feet wet with commercial work first.”

REFINANCED GRANDFATHERED DEBT QUADS AS grandfathered debt if the mortgage proceeds do not exceed the balance of the old mortgage prior to refinancing. Home mortgage interest expense is deductible if certain requirements are met. In general, mortgage interest expense is deductible only if the home is collateral for the debt (secured debt). If the borrower cannot pay the debt, the lender can use the home to satisfy the loan. Interest expense paid on home acquisition debt, home equity debt, and grandfather debt is generally considered deductible. A mortgage taken out after October 13, 1987, to acquire, build, or substantially improve a qualified residence is classified as home acquisition debt. Qualifying debt is limited to $1 million ($500,000 each for married filing separately). The $1 million limitation is reduced (but not below zero) by any grandfathered debt. If home acquisition debt is refinanced, the new debt will qualify as home acquisition debt only up to the balance of the old mortgage prior to refinancing. The interest attributable to the additional debt will be nondeductible personal interest unless it qualifies as home equity debt.

CBL Data Recovery Technologies Inc. (CBL) today announced a new service offering which shields computer users from the expense of data recovery when data loss disaster strikes unexpectedly. The CBL Data Recovery Service Protection Plan (DRSPP) provides three years of unlimited data recovery coverage of a hard drive for US$99.99.
Any make or model of new and existing internal or external hard drives are eligible for DRSPP coverage. The hard drive must be functional at the time of registration and accessible from a computer running a Windows(TM) operating system. The hard drives serial number is captured during online registration so when a DRSPP customer incurs data loss, they simply ship the registered hard drive to CBL.
In a small office or home office (SOHO) environment, it may be feasible to have a single data protection approach, or a standalone tape drive, to store all data, applications and operating systems that are used to operate the business. But in larger organizations, where there are different departments, locations, and processes, a one-size-fits-all approach may be more difficult to achieve. Different methods may be needed to cover the different types of digital information, such as database records, applications, messages, and other office files. For example: A disk image taken from a new desktop can be used to recover the operating system, configuration, and basic applications to the same desktops replacement hard disk or to another computer; but a computer that had user-created data or added programs may be best stored on a tape back-up so recovery of the user-specific data along with the system files can be restored. Additionally, protecting the data on different types of storage repositories (such as mainframes, servers, networked storage, desktops and laptops) may need to be separately addressed but centrally coordinated. Variables to consider when developing a DP/BC system would include the amount of data to be protected, the window of system availability, and the criticality of the data.

And the second-largest lender, the Abbey National, cut its rates to 7.04 per cent for loans below pounds 60,000, 6.99 per cent above. As I prepared to write this article, the supply of capital for income producing real estate investments was reliably strong and abundant. Our capital markets/CMBS lenders were active, our local banking community was competitive and actually experiencing a healthy increase in market value; money continued to chase deals (albeit a little more cautiously) and supply seemed to out-strip demand. Although no one knows for sure how these events will affect the real estate finance market over the long run, we are hopeful that our lending community will continue to act objectively with prudence as they evaluate and underwrite our loan applications. Indeed, I can tell you that the lenders Ive spoken with during the weeks following the attack generally believe that the New York real estate market possesses a strong fundamental foundation and demand for commercial space as well as ownership and rental apartments will continue under normal market conditions. Contrary to what one might expect during such times of uncertainty, no lending source has developed a doomsday attitude towards real estate. In fact, several lenders actually see the potential for a stronger market to emerge with isolated positive opportunities. Suddenly there is a huge demand for more office space, more construction services, more desks, phones, computers etc. The flip side is, of course, that tourism will be down in the near term, food services will suffer, entertainment dollars will go elsewhere and more people may stay at home and restrain their spending habits.
The Creditors Rights Commercial Law Practice Group Ice Miller Recent issues of the Cautious Creditor(R) addressed various aspects of Revised Article 9 of the Uniform Commercial Code (UCC), which will take effect in Indiana on July 1, 2001. This issue of the Cautious Creditor addresses the effect of Revised Article 9 upon real estate transactions and foreclosure of real estate-related security interests (other than agricultural liens and security interests in farm products, which will be addressed in a future issue of the Cautious Creditor). In general UCC Article 9 applies only to security interests in personal property and fixtures, not liens on real property. Revised Article 9 continues to respect this distinction, with a few notable exceptions. The most significant real estate-related changes include extension of Article 9s coverage to encompass not only security interests in promissory notes and payment obligations secured by real property, but also outright transfers of promissory notes and other payment obligations that are secured by real estate mortgages.

UN passes declaration favoring human cloning banThe United Nations recently passed a declaration opposing all forms of human cloning as “incompatible with human dignity.” This declaration was supported by the United States and led by Costa Rica. The declaration passed in the General Assembly upon the recommendation of the Sixth Committee by a vote of 84 in favor, 34 against, and 37 abstaining. The declaration does not have the force of international law, though it does make a strong international statement against all forms of human cloning, including research cloning.
Does Fox want `60 Minutes? Ford Motor Co. will begin building Ranger pickup truck “gliders” vehicles without engines, transmissions or fuel systems to sell to companies that convert them to run on electricity. The automaker announced the program at an environmental products trade show in Los Angeles and said it would begin working with conversion companies that want to qualify to buy the vehicles.
